The United Planning Organization, Community Development Corporation (UPO CDC) was formed as a nonprofit corporation under the laws of the District of Columbia on September 9, 1976 to expand resources through economic development to positively impact the social dimensions of the District of Columbia in deteriorated areas. Our purpose is to develop and improve low to moderate income communities and neighborhoods through job training, job creation, small business assistance and affordable housing in deteriorated areas to stabilize the neighborhood.
